The Australian Government has unveiled a new list, the Core Skills Occupation List (CSOL), a revised approach to identifying eligibleoccupations for the temporary skilled visa programs. This initiative will replace the previous occupation lists, the former MLTSSL, STSOL and ROL.
The CSOL is comprised of 456 occupations, curated through labourmarket analysis that has been conducted by Jobs and Skills Australia (JSA) and extensive stakeholder consultation. The list seeks to better alignAustralia’s skilled migration system with the country’s current and future economic needs.
Key Changes and Implementation
From December 7, 2024, the CSOL will be integral to two distinct visa pathways:
- Core Skills Stream of the Skills in Demand (SID) Visa:
- The Skills in Demand visa is the new name for the 482 visaformerly known as the Temporary Skill Shortage visa. The CoreSkills Stream is for salaries between A$73150 and A$135K.
- It is anticipated that the work experience requirement for the 482visa will be lowered from two years to 12 months, however, thisis yet to be confirmed.
- Direct Entry Stream of the Employer Nomination Scheme (subclass 186) Visa:
- This permanent visa pathway is intended for skilled workers with qualifications that satisfy the needs outlined in the CSOL. Applicants must have a skills assessment in the nominated occupation and three years of relevant work experience in that occupation.
Addressing Labour Market Gaps
The CSOL is a component of a broader strategy to attract skilled migrants who can address critical labour shortages in key sectors, including:
- Agriculture
- Construction
- Cybersecurity
- Education
- Health
Upcoming Reforms
The government has indicated that further reforms will coincide with the CSOL’s rollout on December 7, 2024. This will include additional details regarding the Skills in Demand visa and the introduction of the National Innovation visa, aimed at fostering innovation and entrepreneurship in Australia.
The government sees the CSOL as representative of a significant stride forward in streamlining the skilled migration process. It fundamentally aimsto prioritise occupations that align with Australia’s economic and labour market needs.
