The New South Wales Government has today released its 2024–2028 State Migration Plan alongside a detailed fact sheet outlining the nomination framework for the National Innovation Visa (NIV). These initiatives reflect a coordinated effort between NSW and the Federal Government to attract high-impact global talent and address critical skills shortages across priority sectors.
Key Highlights from the NSW State Migration Plan
- Strategic Workforce Focus: Migration will be used to address shortages in six critical skills areas: construction, net zero and energy transition, care and support economy, digital and cyber, agriculture and agrifood, and advanced manufacturing. We continue to advocate for support for other sectors experiencing skill shortages.
- Regional Emphasis: The plan supports region-based skills planning and aims to strengthen essential workforces in education and health.
- Systemic Reform Goals: The plan purports to align with national objectives to streamline migration processes, enhance social cohesion, and improve coordination between education, training, and migration systems.
- Multi-Year Planning: NSW will integrate migration planning with broader government strategies, including skills recognition, settlement support, and data sharing.
National Innovation Visa (NIV): NSW Nomination Framework
The NIV is an invitation-only visa designed for individuals with “exceptional and outstanding achievement.” Whilst this is not a State / Territory sponsored visa program; it is open to state and territory governments to act as the nominator in support of the visa application process. The NSW government’s nomination process is selective, merit-based, and aligned with state priorities.

- Academic and Researcher – For individuals with impactful research aligned with NSW’s strategic needs.
- Entrepreneur – For founders of scalable, innovative ventures with proven success.
- Innovative Investor – For ‘angel investors’ with a track record of supporting high-growth ventures.

Selection Process:
- Expression of Interest (EOI) submission via online portal.
- Expert review and shortlisting based on qualitative excellence.
- Invitation to apply, followed by comprehensive application and third-party endorsement.
- Final nomination decision and submission of Form 1000 to the Department of Home Affairs.
Key Criteria:
- Demonstrated achievement (not just potential).
- Clear alignment with NSW’s economic, scientific, cultural, or sporting priorities.
- Evidence of impact already underway and credible plans for future contribution.
There does not appear to be a requirement to demonstrate a high salary at a specific threshold, but we would expect this to remain relevant for applicants to present at visa application stage.
